PeggyK recently answered this for another person having the same trouble - she said:

1. Sign in to YouTube and make sure you are using the correct channel identity. You can switch by clicking your channel icon at top right or atwww.youtube.com/channel_switcher

2. Make sure your channel is verified on your channel's Features tab. You can do that at www.youtube.com/features

3. Then click your channel icon/profile photo at top right - at the top of the menu that appears you should see your icon with the word "Change" on it, a gear and a Creator Studio button.

4. Click your channel icon/profile photo with the word "Change" on it - that will open Google+ with the Page or Profile that's connected to your channel

5. Make sure you are using "Classic G+" and not "New G+"

6. Click "Hangouts" in the left menu - at that point you should be able to set up your Hangout on Air Event
